He went to high school in MN. 4:17 in California training conditions would be 4:07 + 9:00, probably.
MN high school runners are worth much more than the times they run compared to most of the rest of the nation. Snow doesn't melt until mid-April, state meet isn't much later and there is no indoor.
So kids have about 3 weeks to go from running on snow and in hallways to racing on the track before championship meets.
More than that the weather is a filter. If you have what it takes to train in those conditions you've got more motivation than 90% of those california kids running similar times and it's that drive that will set people apart when it comes to performing in college and beyond.
