It looks like the Brazilians weren't very organized and the anti-doping effort in Rio took a huge hit. A contract with a blood company fell through at the last minute and so there was no blood testing of any weight lifters.
In terms of out competition testing, they often hit less than 50% of their daily target. Zero footballers (soccer players) were tested out of competition.

Where is the independent report about Sochi. Did it contain any inklings over what McLaren later included in his report?
Not surprising. With Russians already booted, there was no incentive for Rio/IOC to catch others (USA). So the games will look "clean", even though they weren't.
They also made the time from when athletes' village opened until the opening ceremony be "out of competition", so that the attending dopers could exploit this period.
"WADA's independent observers" is an oxymoron. WADA's observers would be a more correct statement, but evidently WADA calls all its employees and committees etc. "independent" for whatever reason.
WADA appointed a group of six NADOs to the Taskforce – namely, United Kingdom Anti-Doping (UKAD), which acted as secretariat, United States Anti-Doping Agency (USADA), Anti-Doping Denmark (ADD), Japan Anti-Doping Agency (JADA), the Australian Sports Anti-Doping Agency (ASADA), and the South African Institute for Drug-Free Sport (SAIDS) – with WADA providing oversight and access to information.
Now we know which countries are in the Inner Circle. When UKAD is in charge of the taskforce, it's hard to think there is much seriousity. Three of the 6 are English speaking (also South Africa). ASADA is a league leader in TUE percentage, USA is also pretty high. About the only positive is having Denmark instead of Norway.

In its Anti-Doping Rules for Rio, the IOC implemented another recommendation of prior WADA IO Teams by narrowing the definition of the “In-Competition†period. Whereas in previous Games, the IOC had defined the “In-Competition†period as encompassing (for all participating athletes) the entire period for which the Athletes Village was open, in Rio for the first time it changed this to the period commencing twelve hours before a Competition in which the Athlete is scheduled to participate through the end of such Competition and the Sample collection process related to such Competition. As a result, testing of athletes in Rio, including in the Athletes Village, in the days leading up to their competitions counted as Out-of-Competition testing.
Obviously this could be exploited with phony whereabouts.

Page 53 (Appendix 13) lists the "Independent" observers. No surprise, again dominated by Western countries: UK (Chair), Australia, UK, Cuba/Italy, USA, Switzerland, Austria, Canada, Denmark, Colombia, Canada. With Russia excluded, probably they didn't have much to fiddle-faddle about.

A handful of Russians didn't go. Even the iaaf's 'ban' was ceremonial.
Rio's lab was decertified twice. Once, just before the games.
Well, what NADOs from developing countries are doing a good enough job to serve in such a capacity. Jamaica? Ethiopia? Kenya? Barbados?

The power of the UK is getting out of hands here. The above, plus the WADA President, plus the IAAF President, who put various other Brits in charge of the many committees. And people wonder why the UK all of a sudden since 2012 get so many medals.

I guess Germany, France, Spain, (China?), ... were caught one too many times in the cooky jar when previously appointed? I'd guess the Colombian guy probably knows a lot about drugs though.

Brits do not cheat! We are an honourable breed, believe in fair play, spirit of the game an' all that stuff!
You will never find a prominent British sportsperson abusing TUEs, missing tests because of temporary hearing loss (!), being creative with the whereabouts rule etc. etc. That sort of thing is what foreigners do.

Precisely. We only invest smartly into good beds (sleeping well is essential for great performance) and doctors (who identify the need for TUEs where absolutely necessary because of our forever rain), not into drugs like the stupid Russian who can't keep up, even with all their doping.
