Now we know which countries are in the Inner Circle. When UKAD is in charge of the taskforce, it's hard to think there is much seriousity. Three of the 6 are English speaking (also South Africa). ASADA is a league leader in TUE percentage, USA is also pretty high. About the only positive is having Denmark instead of Norway.
Page 53 (Appendix 13) lists the "Independent" observers. No surprise, again dominated by Western countries: UK (Chair), Australia, UK, Cuba/Italy, USA, Switzerland, Austria, Canada, Denmark, Colombia, Canada. With Russia excluded, probably they didn't have much to fiddle-faddle about.
