I agree! What possible advantage did this give his team? It sounds like a simple mistake that's all.

Seems lame. Yes, 'rules are rules' but there's no intensional cheating going on here!
I can remember back in the day arriving late to a huge invitational when our bus got stuck in traffic and our teams assistant coach ran to get the numbers. We were all way behind - didn't get a chance to even walk the course and just were told quickly to "throw on a number" and get to the starting line in two minutes. Results were all screwed up - coach apologized and sorted it later but complained to officials about road blockage prior to the race. How many races do they run at Mt. Sac on the day? Dozens, it's bound to happen.
