There's no pulling up at any other point, much less on a steady climb. At best, the best riders in the world are "unloading" the upward-traveling pedal a bit more than worse riders. They're not pulling up with their hip flexors, whatever that means. In fact, the most efficient way of pedaling has been shown to be focusing on the downward stroke. Which is all sort of like "duh" to most people who pedal.
