I'm not sure people understand how different a sustained sprint is from the type of movements that athletes do in the popular ball sports.
Take any reasonable high school, and get the varsity soccer team to try out for track. The top few guys will run 13 in trainers as reps. Faster guys will run 11-high or 12-low in spikes, and 23-low or mid. There's a few 15-17yr olds who focus on soccer with this kind of speed at pretty much every high school.
Soccer has the highest talent pool of any sport in the world. You think Premier League pros who work on their speed every day of the year are running 13 for the 100m? There have been guys in the Premier League who ran legitimate 10.3-10.4 and still aren't even the fastest across the field.
Soccer/football has nothing to do with "the popular ball sports". Soccer is THE popular ball sport. The games played in the USA that reward freakish weight and/or height are in a different category, and yes I would expect most of those circus "athletes" to struggle to hit 28/200m on average.
