Two things
1. Just use the flashlight portion like everybody else does. No need for blinking lights whatsoever.
2. Next time you make up a phony story don't go into such detail like you did here. The long, dramatic details about usually wearing a vest, buying the light and the episode occurring after your first mile on the first run make it a dead give away that you are making up a tale.
I use flashing red headlight mode by itself when there is enough light from the moon or street lamps the I can see better with no white light from head lamp with small area of illumination which reduces my night vission.
I'm running Hood to Coast in 13 days. Flashers are mandatory front and back at night, plus a reflective vest, plus a headlamp.
A flashing light is MUCH more visible than a steady beam.
I cycle in the daytime with a flashing white light in front and the brightest red blinker in back that I can find. Cyclists can almost disappear in the dappled shadows in tree-covered roads.
I got pulled over the other night for not wearing enough reflective gear. I was running really fast and had black pants on, a black and white hooped tee shirt, a black mask and black beret. Over my shoulder I has a big tan sack with dollar signs on it. The cop gave me a good talking to and I was really apologetic. He then said he would radio in that he had cautioned me so that none of the other police cars that were out that night, apparently there were a lot, would bother me.

Maybe he was lonely, saw the flashing red light, and thought you are out to make a buck?
I have one of those headlamps that flash, but it can be turned to a steady light if you want, which I do. Feel like a total loser with it flashing.
That said, whenever I see those flashing blue lights it drives my eyes crazy, can't stand it.
Well, if you had a flashing red light in front, the cop would have been correct to stop you.
But...
Depending on your location, yes it is illegal to display a flashing red light on the front of anything on a public road.
