According to National Federation Rule, head-coverings may be worn if there is a medical/religious reason. Knowing that there is no benefit to an athlete to wear one, does an athlete have to get some kind of note from a doctor, rabbi, or imam to do so? If a note is required, where in the rulebook is it? I had an athlete at a meet yesterday get told they were being let in the race just this one time, but next week she won't be able to run without a note from her religious leader.
It would be helpful to know what state you are in..... From your comment it sounds like the official went and spoke directly with the athlete. As coach, where were you when this happened.
My guess is that most likely all the official would need is confirmation from a coach the head covering is for medical/religious reasons.... Also ask the official to site where the rule they are referencing is and If necessary you can mention how bad it will look for him or her if they prevent the runner from competing and the local paper 'magically' finds out.

This might not be the most prudent action - evidenced on these very boards - as many folks WANT to show off their blatant bigotry and so-called American pride and will jump at this chance to do so at the expense of this poor kid's team.
We are in PA. We had already clerked in and been checked in by a different official, so therefore, with 2 minutes until gun, I was behind the line, talking to one of my boy captains about making sure the guys were good to go.

PA you say? Not surprising.
I've looked at PA rules for a boy that loved to run with a baseball cap. He couldn't. The only exceptions were for cold weather, I don't recall reading about religious exceptions.
On that note, I always feel sympathy for the girls forced to wear full body tights and hijabs when its 90F+.

No sunglasses? What the F**k PA? What's THE logic behind that?
Simple.
Muslim head-coverings are not allowed.
Jewish ones always are.
Others are a case by case basis.
And we are still using the old "No jewelry rule" including no watches, which the national federation got rid of.
Again, no where on there does it say anything about needing a note, right?
If people can wear those stupid arm warmers in summer then let them wear what they want
