Anything 1500 and under. But if done right you could also run a decent 3k-5k.
The marathon. (As long as you are running 12 miles a night.)
Obviously the 800 for me- I haven't PRed in that event since I upped my mileage from 30 to 45
If you're a slow twitch endurance runner, 5k. If you have natural speed, 800m.
4 miles is long enough to prepare for any distance. Long distance running focuses on tempo runs as the main workout, and 4 miles is long enough for a tempo stimulus. Of course, you might have to do such a tempo at least 3 times per week on such low mileage though.

Probably race walking, as you could still walk 20 miles a day.
You could run a decent 5K off of 4 miles a day.

If you split up the 4 miles in to whatever workout, you could do plenty of events off that.

Is this a time constraint or a physical one?
Obviously it will depend on the person's genetics and training history. For me, more distance oriented and not great speed, I think the mile would be my best event at only 4 miles per day.
It would make things easier if you were allowed to run more than 4 miles on a particular day, as long as your weekly average stayed below 4 miles/day. But even with a hard cap of 4, you can still get in 10x400 at mile pace with a decent warm up.
If you wanted to train for a longer race, you could supplement your morning run workouts with brisk afternoon walks. (Or other forms of cross training - I think we've all been assuming that biking, swimming, etc aren't allowed. If they are allowed, I would change my answer to 5k for me.)

I've done half marathon training on 30 miles per week. After 10 years off from running - former 4:10 miler - I ran 1:22 for the Half marathon on that mileage. It can be done.
