Depends on how fragile your psyche is. One of my 5K p.r.s was set in the sneakers I wore for cutting the grass.
It depends on a lot of factors: flat weight, flat economy, how you strike the ground (heavy heel strikers benefit economically from more cushioning). Empirically, it has been reported as 1-2 seconds per mile per ounce of shoe weight.
In a workout probably completely negligible.
Other thing with flats is that they are a different shoe and if you don't train in them regularly it's hard to believe the weight difference could be that significant in the context of the mechanical changes fostered by the different design.
