Mile time makes no sense. A 2:03 800m and 10:09 3200m should produce a 4:30s mile. At least 4:39. Trollerfic times my friend.
Mile was the last run of the meet do to some wonky scheduling I ran on the 4x400 relay and 4x800 before

Maybe he didn't bother to run the mile a lot.
We have no idea if you can run in college. That is up to you and how dedicated you can be to training and how durable your body turns out to be.
As far as the times listed, they certainly will not stand in your way.
You can definitely run in college, just on those times! Those are really good times for a freshman.
The real question is: WHERE can you run in college with the times you will run in your junior track season? Can you run at a college or in a program that you are at all interested in being part of? And, just what times are you going to run two years from now?
And the answer is...no one knows. There's absolutely no way anyone can predict how you will improve. Just worry about training consistently and intelligently and staying healthy for the next couple years, and re-evaluate after that. Don't worry about college running at the start of your sophomore XC season.
The better your grades and ACT/SAT scores, the more options you'll have when you apply to college, by the way. And that IS something you can do something about right now. Just saying.
