incompetence, most likely
Too idealistic, can't cope with the abundance of idiots prevalent in what's called The Real Word.
The two master degrees were likely stepping stones on his way to his PhD.

Why don't you ask him? You can spin the questioning to your favor: an investigative purpose that comes off as being sociable and allowing the dude to explain himself, make himself feel important, and get useful conversation started.
Of course it all depends what the specific majors and degrees were! Can't speculate without knowing the combination of the specifics. There is not enough information here. You ask me, to analyze a music cd, from pure speculation of the amount of songs, without knowing what songs or genres there are contained. I could give great insight with more details.
I know a few guys like that in the army. Online-only colleges looooove the military. It's guaranteed money at $250 per credit hour.

Teachers get a bump in salary for extra education or professional development.
Most districts will top out on the education side of the ledger at something like master's degree + 60 credits.
Is this highly educated person a teacher?
The degrees are in what subjects? I know a lot of people with multiple degrees to specialize in fields and interdisciplinary subjects.
I also know people who have changed careers and had to pursue additional degrees to do so.
Earning second and third degrees are not that big of a deal. I have three degrees myself and have considered a fourth.
Because nobody wants to employ him doing meaningful and/or profitable work.
I thought my wife was to far in with 2 bachelors and masters.
Are the degrees all from different schools?

I have very much the same several Bachelor's, two Masters (Aerospace Engineering; MBA) one PhD (Anatomy & Physiology). I enjoy learning. Still taking classes that don't lead to a degree.
It's called avoiding the real world of employment

Why not? Maybe his employer reimburses college tuition, and maybe he enjoys learning. How many hours per week do you spend running? Why would you spend so much time doing that? I've got 2 masters that I earned on my employers' dime. I also have a BS I earned under a full scholarship and a fully-funded PhD.
Full time student...doesn't want to join the real world.
If your employer reimburses it, and you have nothing better to do, why not take a class or two a semester? What should this guy have done instead, watch a lot of tv? Hang out at the bar?

Fear of getting a real job.

Dat's it! I knows a trustafarian, 30 something, never had a real job, lives in a bucolic liitle college town in a house with roommates, smokes a lotta weed, takes courses, direction less, runs same three mile route every day , hits on 20 something's living the same lifestyle.
Inherited Mumsies money and house. Hardcore Bernie guy except when it comes to an inheritance tax.
I have a friend like this, bachelors in communication, masters in European studies, and now at 40 decides to get an MBA. All of these from the same middle if the puck school. I bet makes about 60 grand. He also volunteered in support of Bernie Sanders.
Being efficient as an undergrad? I got bachelor degrees in math and physics and a masters in math during my first four years of college and have since gotten a master's degree in physics on my way to a phd. I was also only 4 classes away from a bachelor degree in philosophy (logic) as an undergrad and could have gotten all three if I took more classes instead of running track.
This is common if you're trying to get an interdisciplinary research position
