I think asking what he could do in the 3000 is the more interesting question. I don't think he could break Komen's 7:20, but somewhere between 7:23 and 7:25 would land him no. 3 all time behind El G. FYI that's just under 60 per lap.
He can run around 58:20-30 for the half, assuming it's a well paced race with even 13:50 5k splits

His PR's are 7:27 and 12:46-- why would he magically run faster now at those distances after he's switched to the marathon?

Kipchoge is the best aerobically trained athlete EVER, so a 1:54-53 800 would be about right. But he would run WAY faster over 1500. I'll say he could run 3:41-43. Consider that he can run a 2:55 km 42 times, without stops. Then he could without breaking a sweat run a 2:35 k on the track. So he could probably go low 40s in the 1500.

With 3:33.2 and 12:46 PR's, I'd guess that he was around 1:47.5 - 1:48.0 when he ran the 3:33.2. Distance runners race 800m in more than 50% of their 1500m time, not less.

That was Kipchoge's only major championship win at 5000m. He was not the same calibre as Bekele at 5000m or 10000m. Kipchoge finished third behind both El G and Bekele in the 2004 Olympic 5000m and second behind Bekele (by a five-second margin) in the 2008 5000m. I saw an interview with Bekele in his prime where he was asked about his fastest 800m and he said 1:46.
1:49/1:50 with a 3:37 1500m.
