To date 475 guys have run under 3:53 outdoors. Somehow, I doubt there's a complete list considering how routine it is even indoors in the NCAA. It's a little like asking how many people have run under 14 for 5k. Really, by this point, it's far too commonplace.

Methinks that if there are less than one thousand people who have achieved a sub 4 mile - out of the entire population of planet Earth - that is far from commonplace. Commonplace -- literally something that is ordinary -- might be a jogger cracking 10 minutes for the mile, or in the myopic little universe of this board, a "slow" 10k under 30:00, but a sub 4 mile it is not.
Commonplace in the context of international, or even elite track. I'd be barely under 5 minutes for the mile myself, but it's tough to keep a list that long. You may as well keep a list of everyone who has hit over 200 home runs.
