He wanted video of the final 100 so we sent it to him. Here is what Webb said after watching it.
"His chest is past Mekonnen therefore completing the pass before Mekonnen looks over and forces Robby off the track.
"He does not 'pass' off the track per the ruling. He is forced off after the pass."
Webb is right. Andrews should not get the DQ.

Hmmm...It is a bit of a judgement call. Perhaps Mekonnen should have been slightly closer to the rail, but andrews was trying to squeeze through a space not quite big enough.
The officials haven't been super consistent. Mo gets to knock over athletes during qualifying rounds, but andrews, not being a household name, is dqed.
I was texting with him as well. He said that he totally agreed with ME and my initial assessment of what really happened.

Fascinating. Sir Roger watched it on the telly and rang me up to say the same. He thought it a rather cheeky move. He thought the DQ was utter rubbish.

Technically, the original sentence is correct. Webb was in fact the mile AR holder on the evening in question.
But it is true that not following the rules of writing can sometimes lead to confusion.
Commas matter.

Properly placed modifiers matter.

Apostrophes matter.

True, and this was already obvious in the video of the race, which is what I and other posters posted earlier.
Andrews should not have been DQ'd, and should be reinstated.

I just got off Skype with Paula Radcliffe and she agreed that he shouldn't have been DQ'd.
I see what Webb's saying; it would be a lot worse if Robby had intentionally stepped off the track to complete a pass, then stepped back on when it was done.
It looks like Robby squeezed through such a tight space that he lost his balance going through and was forced to step over the line. It's a bit better than it looked at first because it was probably unintentional, but if stepping off the track was the result of passing too close on the inside, should it matter that you stepped off after your body had passed the runner?
To me it's a bit like a thrower stepping out of the front of the circle after the release: Sure, the throw was "done," but the throw also caused you to subsequently lose control. Throwers could obviously throw farther if they were allowed to step out of the front of the circle so long as they did so after their release.
