The announcer in yesterday's epic 10k said that his statement would be controversial but he'd say it anyways, that if you were in a race and getting lapped you should have to move to the outside lanes (some runners were lapped twice, even pushing Ayana out to lane 3). I'm in total agreement that race marshalls should push lapped runners out to lane 2. I've been in races where some runners out of courtesy would move outside and others wouldn't. This was actually worse than having all the runners just stay put. One potential problem could be the top runners would have a narrower place to pass if lane 2 was crowded with slower runners as they tried to pass another athlete, but that would only be a very very small and rare problem. What do other people think?
