Why are Americans so good at swimming?

Even before that - schools have pool. A lot of kids are exposed to swimming. Certainly not all, but a lot.

Big youth swimming infrastructure - YMCA, club, high school.

College swimming. Seriously, many major American universities (NCAA Division 1) have world-class facilities and coaches and trainers who are the best. No other country combines school and sports like we do. That's not always a good thing, but it's great for swimming. Generally, a swimmer who wins an NCAA championship (or in some events simply finishes in the top 3) has a damn good chance of competing at a high level internationally.

And keep in mind how many swimmers from other countries compete in the NCAA in swimming.

Parents also want their kids to learn to swim for safety reasons.

The US also has a very solid coaching education system for swimming. Maybe the best of any Olympic sport. Lots of camaraderie in the swim coach world--sharing ideas.

Much more so than in running, swimming excellence depends on mastering technique, preferably at an early age. Almost everyone can swim, but at the highest level. It needs to be taught. Americans get taught.

I noticed the Japanese women have made their presence known in the swim. And tonight I saw an Australian young buck. And how about that sturdy lady who won the butterfly.

The success of USA/Australia in relays show how wide and broad their swimming doping programmes are. The Chinese/Russians/Hungarians only have one or two per event

The Chinese are also naturally predisposed to be good at table tennis also, it is in their DNA to the better than Black and Europeans.

It's not like Chairman Mao instructed all the people to take up table tennis to make the Chinese the best in the world or anything...

Because if you can dominate in the pool at the Olympics you'll top the medals table. America has the right combo of wealth and population numbers to make sure they do.
