This is my biggest race pet peeve. Almost every race I enter starts well after the advertised time. If they say 8:00, figure on 8:10 at the EARLIEST. Sometimes even later than that. It's especially irritating this time of year, because every minute you delay the start, the temperature goes up another degree or two. The past two weeks, I've run races that each started over 20 minutes late.
THIS MAKES ME CRAZY!!! Why on earth can't races start on time?
Because they have to wait for all the kiddos to finish the 1k...that they stated 10 minutes late. Then they have to have the national anthem and 15 minutes of announcements that no one will listen to.
Have you ever directed a race? If not then STFU and GTFO.

1-2 degrees per minute? Really? After half an hour, the temperature where you live is typically 30 to 60 degrees hotter? Where the heck do you live, Hades?

First world problems.
You could always run a bit faster in the races that start a few minutes late & thus finish at the same time. My experience has been the exact opposite. Races RARELY start late as the RD & local police have synchronized everything to that exact start time.

You and I must live on different planets. I run between 30 and 40 races a year, and I'd estimate that 90+% of them start late, ranging from a few minutes to 30 minutes, and occasionally even more. I am shocked when a race actually starts on time.
