Does animal doping count? If not, maybe dressage is pretty clean. Those horses have got to be on something to do all that precision crap, though.
My inclination is to say that Shooting / Marksmanship should be the cleanest, but I suppose that drugs that help your concentration & alertness would be very useful.
Still, it's gotta be the safest bet.

Drugs like blood pressure medication are very effective for such events
How dirty is swimming?
There have been some individuals like the Russians recently and Michelle Smith of IRL after 2004, but not a lot of widespread doping scandals like track and field, XC skiing, or cycling. Are they cleaner (they do shower before and after getting into the pool), or are they just better at hiding it.
I was thinking beta blockers. They're awesome for helping calm nerves and improve concentration in one go. Great for poker, if anyone here is into that kind of thing.
They are disallowed for marksmanship events:

I would say Canoe/Kayaking, but the water is pretty dirty from what I hear.

Many are military member and there is a range of events.
Synchronized diving looks pretty tough to me!
How about water dancing?
Or that gymnastics thing where they run around with streamers? Is that still an event?

Rhythmic gymnastics.
Badminton, much maligned here is a tough sport at a high level. The shuttle comes back at you at over 100 mph and a backhand clear is a shot most people can not even do.
