Yes. According to CNN it's the first time females condoms have been distributed in Olympic village. Also lubricant is apparently distributed as well, and I don't think it's just for runners concerned about chafing.

You misunderstand statistics. Average does not mean every gets the same number (otherwise there would be no need to "average"). Condoms are provided based on past Olympic performance and WC performances so he will get more.
