It's scientific fact that people of a race see people of other races as "looking all the same." Blacks have an easy time distinquishing one black from another. The same applies for whites, asians, etc.

The line the magazine took was that the races were now being won by "faceless africans that no one recognised". The article carried a racist undertone, in my opinion, and seemed quite insensitive to the problems facing black people generally. It wasnt a productive article in any sense.
I don't think they ever ran a similar peice on russian women cleaning up in the US.
I wasnt particularly offended by it and do give the benefit of doubt to the magazine and assume they werent/arent racist but it was nevertheless a silly article to run and a stupid way to present their opinion.
