I gotta believe the throwing events and especially the shot and also the jumps....it has to be hard high jumping on wet ground.....

Hammer throw's pretty perilous in wet conditions.
Yes, but what about rany?
Rany?
Effect?
Disqus.
What is 'disqus'? Did you mean discus? Yes, that would be effected by rany and wet weather.

No
Pole vault because a good grip is essential
Discus because I'd ring conditions and grip element.
I suppsose hammer due to how quickly they need to turn in the ring.
I was surprised to see one of the high jumpers jump with a loose wet untucked singlet. I was thinking I would want that thing tucked in or a compression singlet so the wet clothing wouldn't brush the bar.

One too many a's. You spelled it like most TV announcers, including ex-athletes, pronounce it, which is to say, wrong.
On TV, Craig Masback said that in distance races the cold water splashes on your legs and makes them tight and the runners have to decide whether to run around or through the puddles. So it sounds like the rain has a pretty big effect.

Run around puddles on the track? Seriously? That's ridiculous. Only a pointy-headed Princetonian like Mossback would say something like that.
Pole Vault, without a doubt.
