In the past, they generally have not. But there is a new coach in town, who know's what they'll start to do.
Lananna tried to recruit some foreign student athletes in the past, but they have a hard time getting through admissions. He never really wanted an all-american team, it's just the way it happened. Andy would look at foreign runners.
Academically, Stanford prefers people who would not type: "Do Stanford recruit foreigners".
There are a lot of foreigners that Vin could have gotten through the academic admissions. But Stanford does not give full scholarships to anyone, and foreign athletes cannot receive financial aid (ie - they have to prove they can pay for their education). Their facilities are great and there is a lot of money in the program, but I still don't think the men's track team has the 12.6 scholarships they're allowed just because stanford is a $40k+ a year school.
Does Stanford recruit foreigners? Yes. Malindi Elmore, for example. Their is a British girl on the tennis team. But, you won't be guaranteed money, and even if you are an NCAA champion, chances are you will only get a partial scholarship by your junior/senior years.

I'm an American, but I'm pretty sure Europeans refer to teams in the plural. Thus, "do" is the correct grammar for Europeans who speak English.

But by your own admission you're an American so your little explanation about Europeans is irrelevant. So far it appears you have failed both the grammar and logic portions of the Stanford Admission Test. You'd better shape up for the math portion or it's community college for you buddy.
