The quote is actually from Treasure of the Sierra Madre, a really old movie.
calirunner is right, it's from an old western. Blazing Saddles was the first to copy it.
The pet shop owner in Weird Al Yankovic's UHF quotes it as "Badgers? We don't need no stinking badgers!"
Treasure of Sierra Madre starred Humphrey Bogart and Walter Huston, directed by John Huston (who won the Oscar). Not just some old western. Great performance by Bogart.
Bogart goes crazy, becoming paranoid about the gold he has mined. Some banditos show up. Bogart asks who they are. They say they are marshals or something, and he says, "Marshals? Show me your badges." To which the reply was, "Badges, we don't need no badges." There's then a shoot-out.
I see from the following website that the bandits never say "stinkin'." That was added by Brooks.
