I think it flows in a circular fashion. The Potomac River is essentially a large eddy.
In a broad sense it flows from the NW to the SE, but downstream of DC it flows south and SW in places.
It flows from new to old.
I'm going with "high to low".
I can't wait to find out who's right.

All rivers flow south because that is the direction of down.
The exception is the Nile because the egyptians built a really high hill to make it flow backwards so they could get water.
