What races are you quoting times for? Mile/1500? Two mile/3k/steeple?
I was thinking mile/2 mile and 1600/3200
D1: 4:10/9:15
D2: 4:15/9:25
D3: 4:20/9:30
D1: 9:00/4:05
D2: 9:10/4:10
D3: 9:15/4:15
And you need to make a big jump too, most won't. Average:

To be fair 1500 provisional in d2 is 3:51-2 which is like a 4:10 mile. So a 4:15-8 HS runner could make the jump to that it think.
