Who cares
If you mean 1000 random AMERICAN people: about twenty steps.
Seriously.
I can walk without running at all first.
How fast would be considered running? Under 12:00/mile? In that case, approximately 0.75 of a mile on average.

This, but with a question mark.
Get over it, stop looking for little things so you can feel a little bit better about yourself.
How big is the carrot?
I doubt the average person could even run 1 lap around a track before walking
I'm guessing about 300 meters to be honest.
Based on large 5k results. The average person would run less than 3.10 miles before walking
The average person can't run an entire 5k distance. But could the average person run a mile before walking or 2 miles.
These questions always bring up other questions like: What pace is considered running vs jogging? Another question is depends where your 1000 random sample came from, but to entertain another one of these questions, I'd say I think the average would be about 2/3 mile without stopping to suck wind at a 10 min per mile pace.
I wonder what percent of the population could run 1 lap around a outdoor high school track before walking
Watch 690 out of 1000 overweight/obese people run would be sad. According to the CDC, in the year 2011-2012 69% of people over the age of 20 are overweight/obese.
Jason Bourne says he can run 1/2 mile before his hands start shaking

"at altitude"
Filthy hobbyjogger
"Flat out," though.
This leads to the next question: What would Jason Bourne's 800 time be?
I think you meant cheesecake.*

That question deserves its own thread.
He may also need to get himself checked for parkinsons. I don't think it's normal for hands to shake after running.
Okay. By "average" I'm guessing you mean the median running fitness (mean and mode wouldn't be very helpful) of 1,000 people--so that would be the average of the 500th and 501st person.
That's *all* Americans: babes in arms, old people with walkers, etc. [The national median age is around 37, btw.] People truly don't understand what the state of Americans' health and fitness is.
My previous answer, "about twenty steps," stands. Full disclosure: I can't run two steps, so we're talking about someone who's more running-fit than I am...and, IMHO, than about 50% of all Americans are.
