I have a faster time then this sprinter. My time being at 2:14 and him being at 2:16 but everytime I race him he beats me. What should I do? Take note that I also run the 1600 / 3200 so I'm not a sprinter.

I would start by running faster than him ;)
Well you can't out kick him, so your best bet is to run as fast as you can.
draft behind him until the last 200m then kick harder. Or, take out the first lap at a crazy pace. itll hurt for you as well as him on the second lap, but with superior endurance youll maintain form and relative speed better.
Never been a track racer but from what I have read you just need to get a grip on pure HATE.
I'm mostly a sprinter. He's sitting on you and then kicking the last 150-200 meters. If you can get a lead of 20m with 200m to go, he probably won't be able to make that up. So, your goal should be to get to the 600m mark about two seconds (20m) ahead of him. He probably can't make that up and might not even try.
Over the long term, you can work on your kick by finishing interval workouts faster. I do this by picking up the pace on the last 70m of my 200, 300, and 400m workouts. I don't do it on every rep, but usually on the last rep of each set, i.e., 3 sets of 3x300m with a longer (3-4 minute) recovery between sets.
A long kick, go with 400 meters left, don't wait for the last 250 or so cause he'll out kick you.
I've been in the same situation before. Take it out hard and hold on. The sooner you're both breathing heavy, the better for you.

I remember going against a guy who out-kicked me in the 3200m. He was also on the varsity 4x400m and could run 50-51 for the 400m, while I would run 55-56. I didn't know any better, I let him hang around too long.
The next time we raced (next season) in a dual meet, we met up in the 1600m. I went out in 60 seconds and he followed me. Knowing I had better endurance, it was going to be attrition to win. I ended up completely dying to a 4:47, but winning the race. He went 4:50+.
That's the way to do it, you have to take it out hard and force him out of his comfort zone. Burn the starch out of his legs!
