This. If he is on an NCAA team he can not take money for participating in his chosen sport.

How are current NCAA Division I athletes allowed to accept prize money from the Collegiate Running Association at national championship events?
A new set of NCAA rules, effective 8/1/2013, allow current Division I athletes in individual sports (such as Cross Country and Track & Field) to accept prize money based on performance, in an amount up to actual and necessary expenses for the calendar year (January-December).
Article 12.1.2.4.1 of the NCAA Division I Manual states:
“Exception for Prize Money Based on Performance – Sports Other Than Tennis. In sports other than tennis, an individual may accept prize money based on his or her place finish or performance in an athletics event. Such prize money may not exceed actual and necessary expenses and may be provided only by the sponsor of the event. The calculation of actual and necessary expenses shall not include the expenses or fees of anyone other than the individual.â€
Article 12.02.3 gives an understanding on how to calculate the actual and necessary expenses.
“Calculation of Actual and Necessary Expenses – Individual Sports. In individual sports, the calculation of an individual’s actual and necessary expenses shall be based on expenses incurred during each calendar year (January-December), rather than on an event-by-event basis.â€
Article 12.02.2 states permissible expenses:
“Actual and Necessary Expenses. Actual and necessary expenses are limited to:
Meals;
Lodging;
Apparel, equipment and supplies;
Coaching and instruction;
Health/medical insurance;
Transportation;
Medical treatment and physical therapy;
Facility usage;
Entry fees; and
Other reasonable expenses
Paul Chelimo won this same race and prize money a couple years ago while on full scholarship at UNCG. Not bad bank for a college guy.

If he's such a scrub why doesn't someone drive down from dc or something and beat him. All you have to do is take one class to be eligible for this money. You could even take a half credit pe class that meets every other week or something.
I am aware of that. I live in Richmond and know the two gentlemen who founded the CRA. I am just trying to raise awareness for this opportunity for both NCAA athletes and non-NCAA collegians.
Fantastic for that young man! Congrats to the organisers for getting this done! Back here down under a female wins 5k in 16:49 with 1500 runners and gets a nice little medal to hang around her neck. Shameful!

You clearly missed the point. This is an AWESOME project that Steve Taylor (former 9th at D1 NCAA XC and multiple other incredible accomplishments as a runner) has spearheaded, and is intended to enrich the sport of running by getting ALL college-age people interested and active.
Steve is the head men's XC coach at University of Richmond, who had their track and soccer programs pulled recently because some wealthy investors paid to get a lacrosse program to replace them. I'd strongly encourage anyone who is reading this thread to check out the CRA website:

I never said he was on the team at the time but he was absolutely on a full scholarship at the time (which is what I actually did say).
I just checked out the website. Cool idea. They have trail racing and mountain running championships as well. What's sad is that a former USA champ enrolled in a bible college just to take home a $1000 prize last year. If sponsored runners are entering into these races, I don't see the point

And there is certainly no way that his expenses for the 2 hour round trip drive come anywhere CLOSE to 2000 dollars. They very specifically say that the money can only cover up to "Actual and Necessary expenses" of the event.
Exactly the sponsored runners go to CC and take a class to be eligible for $. It's laughable. The point is to exclude foreign runners who live 10 to an apartment and survive off earnings.
Richmond doesn't give $ to foreigners any more or they reduced the pot from 10 grand. It used to take a 28-29 min to win.

This rule specifically opens the door to allow these athletes to receive such a cash award.
Frantz is no scrub. He was a dominant runner in HS. He and Ahmed Bile (son of former world 1500 champ Abdi Bile) battled to a close finish at the state XC meet several years ago, with Bile prevailing by inches at the line. D2 Dog is just another faceless and anonymous id.
It's odd to have a system of cash reward based upon a loophole. But I guess this is yet another small crack in the NCAA's attempt to maintain their cartel through the fiction of "student-athletes."
