For distance runners, running at your fast pace, should you focus on a high knee lift or lifting your heel to your butt? Or both? And why?

force application dictates amplitude of movement and velocity.
most people have too much knee flexion (heel to butt) and not enough hip flexion (high knee). They should be proportionate.
Don't worry about either, worry about how hard you put your foot down and through the ground and everything else should happen as a consequence.
Al Salazar lifted neither his knees nor heels, and was an incredibly fast racewalker. Take that as you may.

Focus on hip extension and push off. The rest will follow from that.
