Im interested in going to school in new york city, are there any decent running programs there and if so what would be needed time wise to walk on to it or just be on the team, any division 1-3

Are you including NYC proper or schools on LI or north of the city (for instance, Iona)?
What level of academics do you qualify for? Is Columbia a possibility?
There is a fairly limited number of schools in NYC and google should be a friend in searching for the schools and perusing the xc and T&F programs at those schools.
Well you got your big shots - Columbia, NYU, Iona, Manhattan, and Fordham. Walking on at any of these schools would be tough unless you're a real stud, though NYU would be your best shot if you really wanted to go to one of these four.
Low-level D1 schools - LIU Brooklyn (really a sprinter's school), Wagner, St. Francis. Probably your best shots to walk on there and still have a cool experience as a collegiate athlete. Your schoolmates probably could care less about how you or your team does but hey you'll go to some high-profile meets and get some nice gear. Wagner is tiny but has a real nice campus and some other good sports teams but they suck at XC. St. Francis isn't much better but it's on the south shore of Brooklyn and is really close to Manhattan.
There's a couple XC-only schools out there - Maritime, Mount St. Vincent, and Yeshiva all compete in the D3 Skyline conference, and Pace competes in the D2 Northeast-10 conference. Maritime is great school if you actually want a good job out of school and not just run, plus they won conference this year, but it's a really tough school and very strict.
Then there's the CUNY schools - CCNY, York, Lehman, Medgar Evars, and Hunter all have XC and T&F but their teams are awful. These schools are D3 and quite cheap but are pretty barebones - almost community college barebones. But they're real city schools and you'll get a good taste of city life, for better or worse. CCNY runs away with CUNYACs every year for indoor and outdoor but their XC team used to be trash, though in the last couple years they've steadily improved. Doesn't mean they're any good yet though.
The CUNY schools do hold their conference meets at Van Cortlandt for XC, the Armory for indoor, and Icahn Stadium for outdoor, so even if the competition and team experience is lackluster you'll at least have a ton of fun racing at some of the most prestigious venues on the East Coast. I guess that's a bright side to those schools that's worth mentioning.
