I could easily see it being 10-15 seconds faster per mile, if the wind was pretty close to 22 mph consistently. Not sure how much you will take off running another one the next day, but on a solo time trial, conditions can certainly add time.
I remember one day I did a 1600 time trial in 4:48, in similar conditions to the ones you describe. I wasn't too happy with that, so I got a friend to come out the next day and run with me for the first and third laps, and it also wasn't so windy. That day I ran 4:35, so the combo of the person helping out and lack of wind was good for a decent chunk of time.
