How fast should you be before you start wearing split shorts? Or is it a matter of weight? BTW I'm 5'8 130lbs male and not too fast (19:55 5k PR).

The short shorts make you faster. Buy a pair thats an inch shorter than what you already wear and you'll take a minute off that 19:55
Whatever you decide just make sure your mushroom tip is hanging out the bottom for the photos.
This is what I don't get about the sport: how are you 5'8" 130 and only run 19:55. I am the exact same build and run 14:25.
Must be 'cause you're wearing 1" split shorts!

Seriously, I'm used to running in 5" shorts. How much faster will I run the 5k? 5-10sec? Or more?

That's Great!
You can't wear them, they're a "tempo" short. If you race in them you'll not be able to run faster than about 5-10 seconds than your half pace. Though you will feel relaxed and able to sustain it for about an hour at a 2-2 rhythm. You need to look for a "race" split shot.
Remember to take a holistic approach to your running clothing as well. Are you already racing on n a singlet rather than t shirt? That's a quick win right there. Same goes for sock - make sure to transition gradually from full length, to half length, to ankle to none. Yeah those elites are always in none but remember they have amazing bio mechanics and have been running at a high level for years - don't just copy their clothing. Try to understand the principles behind their clothing and incorporate them in to your own. Remember, everyone has different clothing needs and it mugt take years of experimentation before you find out what works for you.
I'd recommend Daniels Clothing Formula. Based on race times, he provides you with suitable length of shorts, socks, how much neon to wear etc. so that you can gradually increase your clothing intensity over time and improve safely.

Jokes all you want, LR, but that's a legit question. You're not fast enough at 19:55 to be wearing 2" shorts. If you can drop below 18:30, then you're allowed, but realize you really shouldn't rock them until you're below 17:40. Of course those are just made up times, but you get the point. This is a long running topic on LR... "At what 5k time are you actually considered a runner (or good, or not a hobby jogger, or decent, etc)?" For me... it's sub 18:30 brings out 2" shorts. You're still not very good at 18:30, but it's fast enough to show you care.

Depends on the race. If you are some fun run with less than 200 people and the winner is never faster than 18, don't be that weird guy,just wear a T-shirt and 5-7 inch shorts.
If your at a big city race with a lot of serious runners then you can break out the racing kit.

But fr, I feel like the split-shorts barrier should be when the shorts "wave" whenever you can run a 5k at a pace which allows the waving.
The summer before junior year of high school, my friend bought a few of the most obnoxious split shorts possible--neon pink, american flags, you name it. This was a kid who wore his ~10 inch PE shorts to practice every day freshman and sophomore years.
He improved from 18:30 to 15:30 that year. Went from second string JV to top Varsity.
It's all in the shorts man. All in the shorts.
At 19:55 you are permitted to wear split shorts - but only over full length tights.
