If you are a beginner without much training, then yes. Otherwise, most probably no.
most people here run their first marathon in 2:40 or faster so there isn't 40+ minutes of improvement available
if you're an overweight hobbyjogger (and shouldn't be doing marathons in the first place) you could probably go from 5 hours to 3 hours just by ditching the fuel belt and running 100 mpw like marathoners are supposed to
Between mid May and late November of 1972 I went from 4:34 to 3:29. All I did was get my mileage from around 40 a week to 60-70 consistently. Later increases brought faster times.

Presumably the OP meant going from a reasonably respectable time to some much faster. Going from 4:20 to 3:30 is a big improvement but probably off-topic.
I posted a BQ after several months of somewhat inconsistent, uninformed distance training most of which I ran too fast and then learned more about how to train properly (more polarized) and dropped 22 minutes from my time. My subsequent drops at the same marathon each year have subsequently been 4 mins and 2 mins.
There are a lot of people who can probably do better but they risk injury unless they have a good cross training background which I did and it helped me.
My answer seemed to meet his criteria. Yours actually does not. Obviously it's easier to make big improvements when you start from a ways back.

Almost, 3:33 to 2:56. By being a noob and training with more volume and intensity the second time around. Did Ironman in-between too, so a sh!tload of aerobic training. 16 months.

The "minute per pound lost" rule of thumb says to lose 40 pounds. Unfortunately, I have seen the rule work the other way.
