Would a 1600 time better than a mile pr be considered a mile pr?

0/10.
Just add two seconds and call it your mile PR.
That should be acceptable by everyone here.
yes. The 1500, 1600, and mile are all the same event. However, you do have to add a conversion factor and always disclose that it is an equivalent performance, not an actual full mile, if discussing it.
Or, you could just take it as face value as a 1600 and maybe the lame old people will give up their male nostalgia and the mile will eventually go away (I can dream, can't I?).
Multiply it by 1609/1600. Then add a second to account for slowing of pace in the last nine meters. This will give a slightly conservative time that will probably really impress your friends.
I just tell people I was a 4:29 fake miler but ran 4:30 in a real mile. Of course in the 5k it works backwards because of the extra tenth of a mile or however far it is. I usually just go with my pr set at the 3 mile mini marathon in 1981.
Most of us get old. Consider those that do not!
The answer is no.
