I just ran 4:48 in the 1600m in torrential rain and wind. The wind speed was 20miles an hour. A week ago, I ran the 3200m in 10:06(no competition). This upcoming weekend, I am running the 1600m. Is it possible for me to go under 4:40?

Why don't you just run the best you can and see what happens?
Don't wear parachute pants like MC Hammer.
Is it possible though?

You can't improve your ability by ten seconds in three days, but if the first race was bad and in bad conditions, then yeah, you can do much better.
Easily. I think 4:35 is within your grasp.
