It's been on the warning list since 2014?
The case against Deco, who retired last year, collapsed when his samples were re-tested in Lausanne.

If anyone deserves to be banned it is the United States and Jamaica. Nearly all the top sprinters of both countries have been caught, got off light and are still competing for cheering fans like nothing happened. What hypocrisy to whine about bad testing when you've already shown you don't really care about the results.
For Kenya to be as bad, it would be like Sum, Rudisha, Kiprop, Kimetto and Kemboi all coming back from bans. Suspect them all you want, but if it's suspected dopers vs proven dopers, I know whose side I'm on.

Sad part is that I think the "non-compliant" version of the olympics would be popular. Average Joes like seeing records get broken and are in denial (or don't care) about PEDs.

I'm not sure you understand how the IAAF thinks.
A country gets banned not because its athletes are doping but because its anti-doping procedures have failed. There is a set of rules a country has to follow. Russia and maybe Kenya aren't following those rules.
The US clearly has a nasty, dirty, awful sprint corps. But its anti-doping system is working. So it won't be banned.
