You are 19 right now? Aren't you in college already?
If you are 19, in college, and want to get a scholarship Then 3:45 for D1, 3:50 for D2.
If you are 19 and not in college then 3:50 for D1 and 3:55 for D2
If you are 18 and a HS senior, under 4 may get you some money D1, and under 4:05 for D2.

Start contacting coaches at schools you are interested in, the answer will vary greatly.
There are some NAIA schools that would require as fast as maybe 3:55 to give a scholarship to a JC transfer, while others may give a scholarship with your current times.
At D2, a handful of schools would probably start to give some money to a transfer who is sub 4 in the 1500. More money would open up in the 3:55 range.
For a transfer to a mid-major or lower D1 college, figure about 3:50 for a JC transfer to get any scholarship and definitely sub 4 in the 1500 to even be allowed to try out (with no money and no guarantee you make the team). Obviously you would need to be faster than that at the top D1 colleges, not many athletes get money as a JC transfer to the top schools, most would settle for assistance in gaining admission. Very few JC athletes would run fast enough to get any scholarship upon transferring to a top D1 program, it would probably require about a 3:47 or faster and consistent improvement over the past two years.
D3 can't give scholarship (if you didn't know already)

I ran the 1500m at my college recently and had a couple friends time me. 4:08 was the best
