You remind me of the people that get on others for saying literally when emphasizing something.

Language evolves and changes out time. "It's okay" means "I forgive you" if used in that context.

My pet peeve is when you are being polite and say excuse me or I'm sorry and you get a "You're fine" in a condescending tone. Am I now?

But, that is what I am saying...that is when you would say "I forgive you"...when you HAVE been wronged, but choose not to hold it against them...
