Seeing the responses you got above, I'll throw out a (hopefully) constructive suggestion...
Start up a "Track Club" at your college. It won't get you into championship meets, but if you organize it in a serious way you'll be able to get into some college meets, and you could also do USATF and other open meets. You would likely go through your school's Student Association. They usually have an office, or someone in Student Life will be able to put you in touch with the right people on campus. In my experience there's usually some formal process the Student Association goes through when recognizing a new club.
At my school you have to have a Faculty/Staff Advisor and a set membership list. You also need to write up a club constitution. Then start attending the Student Association meetings (weekly?). If they get to know your face and why you're interested it will help you down the line. The year you ask to be recognized as an official club you get a $0 budget, but you can petition for funds for specific things (for example, if "Guitar Club" was a new club this year and they had a chance to bring some renowned guitar teacher to campus and the price was reasonable they'd probably be granted the funds). Once you show you have a viable club you can request up to $500 for your year 2 budget. After a few more years the standard club allowance at our school is $2500. Of course, if you can show a need for greater funding and you can lobby the right people you can get more.
I wish our school had a Track Team, but I think our Track Club members get a lot out of handling the organization themselves. They end up getting to 4-6 indoor/outdoor meets a year.

Hey, another kid who takes some college courses and thinks he knows everything. Join the rest of them, it has to be 1 in 5 college students that have this complex. Maybe someone should write a book on it. Writing this book would be simple for someone such as yourself since you already know everything. Sorry for posting and asking for a piece of information that, shockingly, I did not know.
