Today the IAAF released a list of principles that the criteria for Russian reinstatement to the IAAF will be based on. The release also said that the IAAF Inspection Team will begin its work "no later than 1 January 2016 with a first report back at the earliest to the IAAF Council at their meeting in Cardiff on 27 March 2016."
World Indoors is from March 17th through the 20th, so if the IAAF sticks to this schedule there is no way Russia can be compliant in time for Portland 2016.

Seb Coe: â€œFor the protection of all clean athletes there cannot be any timeframe for Arafâ€™s return until we are assured all criteria have been fully met and will continue to be met forever.â€
Speaking to the Associated Press, the All-Russia Athletics Federation general secretary Mikhail Butov conceded that Russia was now unlikely to take part at the world indoor championships. â€œIt certainly seems as if thatâ€™s the case,â€ he said. â€œSo far, itâ€™s hard to say.â€
