What should I do about this? We didn't have practice because of the rain and I want to keep getting miles again. Will this hinder my performance for sectionals which is November 6

Take a day off. Eat a doughnut. You'll be fine.
go for a run on your own. Rain won't kill you.
Treadmill.
This amazes me - depending on the events you're training for.
If it's distance running then get out there unless it's an actual hurricane or you're at risk of getting struck by lightning. Sprinting or field events might get a bit dangerous in the rain but you could always do some cross-training.
It's not as if you can choose the weather conditions on the day of your actual race.
my club team plays basketball when it rains/get cold cause its club but if i was in high school I would run in all weather from hurricane to negative 20 degree wind chill so i would go out and run. but make sure you stay warm/healthy and safe
We practice in the rain but only half the kids show up.
You'd be surprised how many repeat offenders give the excuse, "we practice in the rain?"
Do you ever practice in the rain?
In HS and college 30+ years ago, we practiced every day including Sundays and holidays, rain, snow, sleet and/or yes, hail because we raced in bad weather as well. XC was 90 days long and we ran about 120 practices. I liked it because it was that serious. Our best year, in the class race, three of our top five set PRs (ave about 10 seconds) with a spread between 16 and 17 minutes, we usually qualified for New Englands. One D1 runner and a couple D3s.
Now, my son is running in HS. His school is a little (2500 vs 2200) bigger than mine was but they have 3 X as many runners as we did. To me, his coach is very easy on them but my son would not have run after his first season if he faced what I did. Sometimes they run in the rain sometimes they don't it is almost random.
Last weekend they ran regionals. The top 5 ran PRs by 24, 24, 57, 40, 25 seconds. The top 2 kids are talented and will run D1. The other 3 started (well) over 20 minutes as freshmen and only one of them would have been predicted to be a scorer this year. Yes, they have a split from 15:30 down to 17:30 but last week it was more like 16 to 18 and they will most likely qualify for the state meet, different state, similar population to NE 30 years ago.
I'm sure the differences in the programs make them interesting to different types of students. I'm sure my HS team helped me and a couple others more than my son's team will help ANY of their individuals. However, with 3X the number of athletes, I think it is clear that the new way is better.
I can' believe someone is seriously asking about this! I come from the north west of England and if I never ran in the rain, between November and March I might only run 50% of the days! (Only very slight exaggeration here.) What happens to you Americans in the rain? Do you dissolve if you come into contact with water? Basic rule; NEVER put of a run because of the weather. At most modify or adjust the planned session to take account of climatic conditions. But run!
Let me guess, in your day you also had to walk uphill both ways.

Spend a few weeks in Northwest England, in the middle of winter and get back to us. Chances are, you'd never leave the basement.

So...go for a run. Are you really unable to figure out on your own that it is possible for you to run even if the team is not holding practice?
