He is not competing his senior yer. Meaning, he is going pro. He has not signed with a shoe contract yet, meaning he will.
If he were to not compete as a senior, and not turn pro, that would be stupid. He may not have signed yet, but by saying he is not going to compete, he is still saying he is going pro.
