Yes. It was East Germany during the 1970's. It didn't work because it also caused severe cramping.

If by "improving their performance" they mean running faster, then this seems like a foolproof no brainer. I'd sure as hell run faster if someone wanted to shoot ozone up my butt. And how many American athletes have done coffee enemas as a means to detoxify? I don't think the Germans are one up on us here.
