I know this has been posted in the PEDs on boxing thread (no surprises there), but this story sheds a massive light on Tygart and USADA and possible corruption. Mods: please keep separate as this isn't about PEDs and boxing, but rather Tygart and his private company acting irresponsible with taxpayer money.
What I learned is that USADA is not even a federal agency. They are a private "not for profit" company that is funded by taxpayer dollars (think defense contractors...) Makes me wonder what jurisdiction they have on anything and why they have full credentials to launch investigations or hand down judgements.
The most disturbing doping allegation ever? USADA caught Mayweather before his big fight but let him fight anyway.

The fight between these two was postponed for years as Mayweather insisted on random, Olympic-style blood and urine testing and Pacquiao declined to agree to the specific form of drug testing, and the deal fell apart.
Mayweather has required himself and his opponents to be tested by USADA for all of his bouts since 2010, while Pacquiao has sometimes used the Voluntary Anti-Doping Association to randomly test him and his opponent in recent years.
I am sure if Mayweather was using PEDs he would have insisted on testing for them. Makes lots of sense.

Truth: Tygart is a religious nut who lets it influence the way he deals with athletes. Gatlin got such a sweet deal because he found Jesus. One of the reasons Tygart targeted Armstrong is that he was personally offended that someone could go through life threatening cancer and remain an athiest and promote himself as such in the media. When Floyd Landis dealt with him, Tygart tried to convince Landis that he should turn his life around by embracing Jesus.
During cases, Tygart takes an ends justifies the means approach. He will ignore WADA rules. He will bend rules. He will make up new rules or reinterpret existing ones. There is no such thing as precedence in the ADA system. There is no body of law. He tailors the interpretation for each case to benefit the prosecution, and the interpretation may be different for the next case. The system is a kangaroo court where Tygart has immense amount of power to corrupt the system to his own ends. -

FYI, USADA has no authority to do anything. USADA would notify the anti-doping authority and their job is done.
I believe the promoter is not a USADA signatory, so USADA is there for show. -

True, but his record has zero losses. Which is all the retarded public will pay attention to. He actually lost a few others - if actual boxing rules were adhered to that is. Kind of like moronic James Toney being allowed to dope and handed a slew of crap decisions. -
Regardless of the technical legality or lack thereof, Floyd receiving an IV of fluids & vitamins after a weigh-in for which he may have mildly dehydrated himself (not as much as most fighters, as Floyd fights close to the weight he weighs a week or two before a fight just "walking around") does not concern me in the slightest. If this was a violation of something, this is in the same ballpark, but even more minor, as Carl Lewis testing positive for pseudoephedrine and friends (in homoeopathic dosages) as a result of using an herbal supplement while training.

Going off Mayweather's word as to what was in the IV is like believing Lance Armstrong when he says all that was in the injections were vitamins and B12. If this is the case we don't need testing.....let's just all go on the honor system! ha ha ha

In all seriousness, this is among the least disturbing doping allegations ever. Boxing is a "sport" in which people beat each other into oblivion for entertainment. Do we really care if they take substances that might be harmful to their long-term health? Do we care if people are forced to take health risks to compete at a high level in the sport?
