Does anyone know of any solid academic colleges (1400+ SAT score) that has a program that a sub-19 boy could walk on to? Specifically looking at the northeast. Thanks in advanced!

The average sat score has nothing to do with the education they will get there. Any college will work.
Harvard, MIT & Williams are all good northeast schools with XC teams that are nearly filled with guys who have run under 19 minutes for 5k.
Caltech is a very good school and has some 30+ min 8k runners. That's pretty comparable to a 19min 5k I would say.
The kids are smart enough, they should focus on that (academics). There's no point in being back-of-the-pack stragglers just for the social experience. They'd be better off joining frats, clubs or other extracurriculars to get their social cred up, because FRANKLY, they sound like intelligent--dare I say nerdy--kids with little athletic talent. That combination might do them well in later life, but it ain't gonna help with girls or popularity in college. Foster their strengths but don't reward mediocrity. I'm sorry, but any 17/18 year old serious about running should be able to run low 18s at least. If they can't, it's in their best interests to chase other interests. Cut the coddling and be firm and real. Shape up
Any DIII school will likely give them a shot. Without scholarships DIII schools use athletics to drive enrollment. Because all the kids are paying to attend, it looks good on a coach's annual review to have a full team roster.
This makes XC a great DIII sport. Teams can accommodate a lot of tuition-paying athletes and equipment costs are minimal.
Sub 19? Maybe you can find a campus jogging club.
Haverford is great academically and always has a huge team. A lot of very good runners up front but plenty of slower 30 min 8k guys as well.

Uhh... no... a 30 minute 8k is not comparable to a 19 minute 5k... a 30 minute 8k is at a SIGNIFICANTLY faster pace than the 19 minute 5k... imbecile.
Why would they bother running after high school with such a poor time? Go to school for academics, especially since they aren't gonna run faster than most of the girls team. They need to save themselves the embarrassment.
I coach the running club at Villanova in Philly. We have about 200 runners on our roster, most of which were pretty competitive in high school. It provides a friendly, semi-intense environment for people looking to stay in shape or even compete, and NIRCA does a great job of organizing meets year-round. Sub-19 doesn't necessarily imply that the runner is fast enough to get recruited by an NCAA program, so looking at the availability of a running club could be helpful.
Why not look into club running? Many colleges have club teams in addition to their NCAA team. At 19:00 or thereabouts he's not going to do very well even at DIII.

There are a number of colleges in the "member clubs" section for which 1400 SAT would be rather unimpressive.

Sub 19 in high school, say 18:30 - 45 can easily do sub 30 by the time they are a year in college. It's called development, dumb ass.

An 18 year old could put together a solid freshman year running for the club and be invited by the university coach to come out his sophomore/junior season.
Is it not unheard of young males going from 18:30 to say 16:59 in one year of consistent running with a good coach? He'd still have to cut time from 16:59, but with that kind of improvement a college coach knows he got someone who is willing to work.
Athletically speaking, a 19:00 5K in college is a < 800 SAT equivalent.Most college guys routinely run < 6:00 pace in training. Your guy needs to join a social running club or do club sports in whatever college he chooses to attend.

Lots of college teams run 19 minute 5k pace on their easy days. Are you ready to PR on your easy days? To be blunt, most of the women's team will be faster than you.
Realistically, you aren't cut out for intercollegiate competition. As others have said look for a college running club.
ignore these idiots who tell you, you are only cut out for club running.
If club running is what appeals to you, then go for that, otherwise stick to your plan to walk on at a d3. If you find you can't walk on at a great academic institution, maybe you could at least walk on and get a full ride at a college of slightly less repute.
Try contacting the coaches at NYU, Haverford, MIT, Grove City, and anywhere else you find appealing. If you're willing to go a little farther afield, maybe Davis and Elkins in WV or one of the ODAC schools in VA.
