Russia is a Bric middle income country. The sport academies have disintegrated. The structure is no longer there to support the athletes at the state level.
The youth in Russia no longer have the incentive to train in Athletics.

I was wondering, why aren't we seeing Kenyans running 12.40/26.2 for 5000m/10000m like in the 1990s ?
The current generation of kenyan distance runner is much slower than 15 yrs ago.
Even Jamaican sprinters. Did anybody noticed than excepted Bolt, other male sprinters were subpar (Weir, Ashmeade, Forte) ? Only Powell was equal to himself....
Only 3 years ago, they swept the podium in london over 200m.
For the first time since,"I dont know", there were more Americans than Caribbeans in the males 100m final.
What's the theory ?
All the Kenyan track records from 1500-10,0000 are over 10 years old when epo use was unrestricted
Now the Kenyan are making breakthroughs in events where the new drugs are beneficial

False. Several reports indicate that Reedie is letting Russia alone in every way.
Now we know why the IOC hired Reedie.
Unfortunately for you, it seems that to everyone with at least a half brain knows that with their rampant doping, Jamaica, Kenya, and the USA probably have 1 or 2 legit medals between them. Russia with two legit ones, has at least tied all three put together.

Who the hell are you trying to fool ?
First and foremost, your figures don't take in account International federations numbers
Secondly , Russian figures are figures for ALL SPORTS.
Of course Russia is going to have much more tested athletes !! Russia is a 140 million + country with thousands of athletes competing in dozen of sports.
Except in T&F, where do you see Kenyan & Jamaican competing massively ?
Russia has pro leagues in : Football, Basket-Ball, Hockey, VolleyBall, HandBall,etc... most of the time for BOTH men & women !
They have more pro leagues than the USA !
These pro leagues attract a huge number of foreigners (who can be tested as well since they live on russian soil!) as the best teams are owned by tycoons/oligarches who pay extremely well.
They have also a huge number of athletes competing in various individual sports such as Winter sports, weightlifting, Tennis, combat sports, etc...
Didn't you see Russia topping the medal chart in Sochi Winter Olympics last year ? How many Jamaicans did you see there ?
In fact even in Athletics, Jamaicans are competitive only in a very select number of event.
