i couldnt find the IAAF rules on tie-breaks for runnign events, but with USATF there is either a run-off or coin toss if both athletes don't want to do a run-off.
They would both get gold and they wouldn't award a silver medal. An example is the 200 in the '01 WC. Collins and Crawford both got the bronze and no one was given 4th place.
Gatlin would go into a roid rage, then have a fit requiring transport to the hospital. Bolt would then claim he let up at the end.
A tie won't happen. This is a well organized meeting where everyone involved (IAAF, Nike, selected medalists, agents, etc) will follow up every agreement. A breach of contract will be heavily sanctioned.
