You have a 5 year window for 4 years of competition. The 5 years start when you enroll full time in college and compete at the D1 level. If at age 21 you have not yet attended college and competed at the D1 level the clock begins anyway.
These rules are unique to track/cross country/roadracing. Basketball, football, tennis, etc. have their own individual policies regarding age.
False, you have one gap year then you're clock starts for Division I, not sure about DII or DIII, but don't think this is the case. Only exception is military, religious (mission), or pregnancy.
I thought there was still an age limit though. What about if you enroll when you're 25 and are much more mature than an 18 year old? That seems like it would be unfair to have a 25-29 y.o. competing against the younger kids.

But Sam Chelanga started competing at 23, from 2008-2011, so 4 years. Shouldn't he only have been able to compete 3 years (if the clock did begin at 21)?

When was the "one gap year" rule started? I think it has only been in effect for three or four years now - which means it wasn't in effect in 2008.
I could be wrong, though. If you have the manual it will show its date of inception, I believe.
