Clerk, there is something strange in the data you wrote.
The last time I was in Kenya was Jan-Feb 2014, so I don't know if something changed. However, it seems to me strange that in 2013 IAAF did more than 120 tests (many OOC) and in 2015, in spite of the accusations of "widespread doping" coming from different sources (that personally I think not correct, not because there is not doping, but because the guilty athletes are 99% runners of second level, in many cases without manager, and Always without education, and the number, compared with the number of Kenyan runners, is percentally not high) only 86.
Also, it's not true there were not tests OOC : Rita Jeptoo was positive in one OOC test, for example.
About the number of tests OOC, I can say that, during winter, when the athletes are in the hardest training as volume, we have not less than 10-15 tests every week in the area Eldoret - Iten. So, it seems to me that all these OOC tests are not counted in the numbers you wrote. It's not that I was dreaming when every week the testers came, sometimes from South Africa, sometimes with a pool of Kenyan doctors. So, for me, such as for everybody living long time in Iten and Eldoret, these data are not correct.
About the story of athletes escaping when the doctors of antidoping arrived, don't you think this is a clear contraddiction with the idea there are not test OOC ? And I don't know any track (Iten, Chepkoilel, Tambach) where there is some fence : everything is free, so it'c difficult for me to imagine somebody escaping jumping a fence that doesn't exist.....
I think now we are in the myth, and the imagination of many people continues to work more hard than what they are able to do if athletes....
