18?? Well, first try running on the balls of your feet like a sprinter.
Running on the balls of your feet is a result of running fast. Running fast is not a result of running on the balls of your feet.
- 3-5x30-60m max with at least 3 minutes rest between each (the last should be the fastest-if you are getting slower STOP the workout)
- 18-30sec hill sprints
- Sub 10s sprints with long recovery are great for max speed training

If he is running an 18 second 100m, he is not running on the balls of his feet. It's amazing how many distance runners I see who try to "run fast" and don't run on the balls of their feet.
